A meeting of the Redgranite Village Board was held on May 18, 2010 at the Municipal Building.
Members present: Paul Mertz, Craig Adamson, Richard Piechowski, Betty Eannelli, Angie Ralls and Jerry Sieg. Also attending: Village Clerk-treasurer Madonna Berube.
PUBLIC FORUM - Tom Savka inquired about possibility of Village extending water and sewer service to property located in the Town of Warren at intersection of Highway 21 and County Road EE. Currently utilities end near 1100 West Bannerman Avenue and are quite shallow at that location. Cost of installation would probably be expensive due to existing circumstances. Also inquired about action being taken regarding property at 420 Thackery. Approved request for Zone Change previously submitted by Thomas Chamberlin for property located at 356 W. Bannerman Avenue, with requirements as to construction, and maintenance of property.
REPORTS: Census Canvassers are meeting daily at the Municipal Building and are working in the Village to contact persons that did not receive census forms due to having a post office box address. Board of Review is scheduled for May 25 from 6 to 8 p.m. East Central Wisconsin Planning Commission is working on update of zoning maps for village. Approved appointment of Bill Welch and Jan Munsch as members to Zoning Board of Appeals.
FINANCE/PERSONNEL, INSURANCE - Approved payment for rent of chipper for 2 1/2 days for brush disposal at cost of $375.00. Approval made to make change in employee health insurance carrier effective June 1 with United Health Care, prorated deductible amount of $875.00 to be deposited for each employee presently having the health insurance coverage. Request to have refund of full deposit on picnic table rental for benefit at B. R. Diner was approved.
STREETS/SIDEWALKS - Committee had met on May 4 and decided to seek quotes in two ways for work on Foster Road: wedge it with 2 inch overlay or grind, shape, 2 inches of gravel, 1 1/2 inches binder and 1 1/2 inches of asphalt. If budgeted funds are left over would like to do crack filling by Waushara County on Wisconsin and Bonnell Avenue.
POLICE/FIRE - Motion approved to hire Donald J. Olander as police chief effective June 1, 2010. Board authorized committee to get information about hiring a part time secretary for the police department and to obtain cost estimates for equipment that might be necessary for the police office. Action on Municipal Court Agreement was tabled to June meeting to get information as to term of agreement.
SEWER/WATER - Authorized to have Crane Engineering furnish and install two 8 inch plug valves at cost of $3925.00. Also considered proposals from Baker and Tilly and Strand and Associates to perform sewer user charge system update. Approved quote from Strand Engineering at cost of $5300.00.
MUNICIPAL BUILDINGS - Service agreement with Entrance Technologies to service automatic door opener on front door of municipal building at cost of $200.00 was approved.
PARKS/CEMETERY - Wage rate for park janitorial services will remain at rate paid in 2009.
MACHINERY/SOLID WASTE/ORDINANCES - Discussed outstanding ordinance violations - Officer Tarr will obtain from some area communities the types of ordinances they use that could speed up enforcement of this type of violations. Discussed the new Wisconsin "Smoking Ban", no action taken.
MISCELLANEOUS - Approved: Temporary Class B and Class B license application for St. Mark church for 6/12 and 6/13, temporary operator license applications for Jeanette Arndt, Audrey Klamrowski, Cindy Laudolff, Karen J. Nesbit, Leion P. Rinke, Victor Shrock and Kristen Whitney at St. Mark's church for 6/12 and 6/13. Temporary class B license by Waushara Old Timers Softball league for 7/3 and 7/4 at East Side Park. Temporary Class B license application by Veterans Club Inc for May 31 at Veterans memorial Park. Approved sponsorship request from Redgranite Advancement Association for Labor Days Festival in the amount of $500.00.
