  REDGRANITE VILLAGE BOARD MEETING April 19, 2011
 
A regular meeting of the Redgranite Village Board was held at the Municipal Building on April 19, 2011.  Members present: Sandy Lyles, Paul Mertz, Richard Piechowski, Angie Ralls, Joel Kalata and Jerry Sieg.  Also present:  Police chief Olander.

PUBLIC FORUM:  Resident of 450 Wisconsin Street requested permission to keep 3 small mixed breed dogs at his home. Said he has not received any complaints from neighbors.  Permission granted to allow the 3 dogs on a temporary basis and if problems arise, the approval will be withdrawn.  Sheriff Peterson asked village board members to encourage the county board to maintain the existing law enforcement service. He provided an update on implementation of the Spillman Recordkeeping System.  The County is proceeding with a new records management system which is used by four surrounding counties. It is a nationally recognized system that can cross-reference records with other counties. The village cost was estimated like Wild Rose for 2 full time officers for a onetime cost of $3,250 for the software license and maintenance fee of $492 for a desktop computer in office or $1,200 license fee for the mobile computer and a $120 annual maintenance fee. It was suggested the board contact Corey Taylor for more information Piechowski suggested that the village could contact a Spillman representative and compare cost of joining now or later also verification compatibility with current village equipment should be confirmed.  Dave Tellock, Veolia Environmental Services, noted that the current contract for waste and recycling will expire on June 30, 2011 and offered an addendum endorsement extending the contract for another 3 years with same terms as existing contract, through June 30, 2014, approval made to extend current services through June 30, 2014.

REPORTS: Current balance of the CDBG revolving loan fund available to loan as of March 31 is $57,127.18.

FINANCE/PERSONNEL/INSURANCE:  Approval made to approve the assignment of the DGI developer's agreement as requested contingent on review and approval of the village's attorney. Renewal of employee health insurance plan with United Healthcare on June 1st with same benefits with alternates offered. Motion for approval to table action on the health insurance renewal for further consideration.  Retained same depositories of funds as current: Anchor Bank, Farmers Exchange Bank, Farmers & Merchants Bank, Farmers State Bank, Associated Bank of Green Bay and Local Government Investment Pool.  Authorized signatures for checks by: Jerry Sieg, Madonna Berube, Angie Ralls and Sheila Traister. Information will be sought regarding fees for attorney services. Requested hourly rate charged by Attorney Bickford and obtain rate information from municipal audit firms for comparison with Baker Tilly.

STREETS & SIDEWALKS - May 9th will be date for neighborhood cleanup of junk items and brush pick up will be held on May 16th.  Authorized to have street sweeping done by City of Wautoma.  Village utility operators will investigate and report regarding sump pump at 141 Pearl Street.

SEWER/WATER - Approves purchase of start-up chemicals for disinfection. Approved the village's auto-reading of the Orion equipment water meters in the mobile home park if there is no additional cost or extensive labor required by the village.

MUNICIPAL BUILDINGS - Personnel committee authorized to appoint a replacement for the municipal building janitor.

PARKS/CEMETERY - Permission given for the Four corners Team to use west diamond in East Side Park for ball games and to raise money for improvements to the field. Request submitted by Louise Thada to provide janitorial services for village parks on a trial basis was approved.   

MISCELLANEOUS - Approved temporary Class B license for Waushara Classic League, East Side Park on May 28 and 29.  Temporary class B license application for St. Mark Church for June 11 and 12.  Temporary operator licenses approved: Arthur Hebert, Frank Laudolf, Karen Nesbit, Richard Piechowski, Victor Shrock and William Young for event on June 11 and 12.  Approved operator license application for Donna Rodencal at Piggly Wiggly. Waushara Argus designated as official village newspaper and third Tuesday of month at 7 p.m. as date and time of village board meetings/
