The monthly meeting of the Village Board was held April 15, 2008 at the Municipal Building. Members present: Paul Mertz, Richard Piechowski, Betty Eannelli, Angie Ralls and Jerry Sieg. Also attending: Madonna Berube, Village Clerk,Treas.
REPORTS: Village Clerk reported there is a balance of $36,813.l6 in the Community Development Block Grant fund, this is available to persons meeting the income eligibility level, includes property owners living at the location and landlords having property for rent. Information is available from the Village Clerk or Kris Oliva at CAP Services in Stevens Point. Other reports: A letter complimenting our police department was received from Kwik Trip and there will be a cost of $170 for 2 times a year maintenance of the emergency siren. Assignment of board members to committees : FINANCE/PERSONNEL/INSURANCE - Angie Ralls and Betty Eannelli; STREETS & SIDEWALKS - Angie Ralls and Tony Caswell; POLICE AND FIRE - Betty Eannelli and Richard Piechowski; SEWER & WATER - Richard Piechowski and Barry Mastricola; MUNICIPAL BUILDINGS - Paul Mertz and Barry Mastricola; PARKS & CEMETERY- Tony Caswell and Paul Mertz; MACHINERY/SOLID WASTE/ORDINANCE - Paul Mertz and Tony Caswell. Appointment of members to Zoning Board of Appeals will be done at May 20 meeting.
FINANCE/PERSONNEL/INSURANCE - Approved: depositories of funds are - Citizens Bank, Farmers Exchange Bank, Farmers & Merchants Bank, Farmers Exchange Bank, Associated Bank of Green Bay and Local Government Investment Pool. Persons authorized to sign checks remains as: Village Clerk - treasurer, Deputy Clerk-treasurer, Village President and chair person of Finance committee. Legal counsel and audit firm remains as: Attorney Marc Bickford, Davis & Kuelthau and Virchow & Krause LLC. Opened bids received for improvements to Industrial Park Drive, (possible TEA grant funded project) - American Asphalt $28,784 and Northeast Asphalt for $27,100. Motion approved to accept bid from Northeast Asphalt, having Public Works Director-Harold Koch review bid to make sure it meets specifications required. In the event this bid does not meet the specifications the work would be then given to American Asphalt. Board authorized CAP Services of Stevens Point to submit a pre-application for 2008 CDBG Housing Funds for the amount of $300,000. Reported some developers are working on a business deal that will require a developer’s agreement. Phil Corson of Ehlers & Associates will assist with a preliminary draft of an agreement that would be effective when the project is granted an occupancy permit and a reassessment is completed. It is anticipated this agreement could be available for Board consideration on May 20. Sieg reported and Board approved a proposed payment in lieu of tax for Waushara Villages of $500 now and renegotiate again in 6 months.
STREETS AND SIDEWALKS- Annual neighborhood pick up of trash not normally pick up by Village contracted carrier will be done on May 13 and brush pick up is scheduled for May 19. Additional information is available from the Village Clerk. Authorized sweeping of streets (highway 21 area) at estimated cost of $1,000.
POLICE AND FIRE - Authorized advertising of bids for new squad car. The old car will be sold at auction as done in the past. The officers have now received training on the new dash mounted camera equipment.
SEWER/WATER - Authorized testing of meter at well house #1 at estimated cost of $807.00, purchase of start-up chemicals for disinfection, estimated cost of $700.00 and purchase of lift station cleaning product - 5 Alive $800.00. Also purchase of emergency exit lights for sewer plant and well houses (6) cost about $306.00 and have onsite training by Energenics for sludge thickening process at $800 plus mileage. Request for bill adjustment was received from property owner for water leak. It was found the same property had a problem last year and it was decided to grant only a $19.47credit, averaged from past usage. Research will be done regarding future purchase of automated meter reading system from Badger Meter for the water department.
PARKS-CEMENTARY - Approved employment of LouiseThada to again provide janitorial services for shelter houses at the 3 parks, agreed to accept a donation of cement bench in memory of Don Mosier, location to be determined and approved request for Waushara Classic League's team use of East Side park for practice and the 14 week schedule on Thursday nights. Also approved tree removal of large, decaying tree at East Side Park and 4 dead trees at the Quarry Park.
MACHINERY/SOLID WASTE/ORDINANCES - Purchase of new John Deere mower with old one traded in was approved. Reports have been received that several properties are in violation of ordinances. Police officers will be asked when on their regular duty time to take pictures of places so committee can then have follow up action taken.
MISCELLANEOUS - Approved alcohol beverage license application by James R. Shafer for Lambeaul Lanes, operator license application for Toni Hobbs, Samantha Gustke and Pamella Burk, picnic license for Veteran's Club, Downtown Park on May 26, 2008 and appointment of additional election inspector: Mary Lou Getter. Acted to designate Waushara Argus as the official paper and established meeting dates and times as: 3rd Tuesday of each month beginning at 7 p.m.
